MODELING OF INTERACTION OF GOVERNMENT BODIES AND STRUCTURAL UNITS OF CONSTRUCTION CLUSTERS
Abstract
Correct organization of connections of structural units of the cluster with state authorities provides
the prerequisites for achieving the highest contribution of all subsystems of the cluster in its activities.
In this way, an additional synergistic effect is ensured, which, in its management, largely contributes
to increasing the competitiveness and stability of the cluster. The role of the state in the processes of formation and development of clusters is to create infrastructure and bodies whose purpose is to provide favorable conditions for efficient cluster activity. At the same time, the task of identifying those structural units of the construction cluster, whose state support will provide maximum synergistic effect, becomes of special urgency. The paper proposes a scheme that justifies the selection of cluster structural units that require state support. The scheme provides multivariate prediction of the effectiveness of the activities of different cluster structures and the formation of a knowledge base, which will further become the basis of the intellectual decision support system for choosing structural units of the cluster.
