TECHNICAL SOLUTIONS FOR THE RENOVATION OF AN UNUSED BUILDING WITH THE PRESERVATION OF ITS INTENDED PURPOSE IN ACCORDANCE WITH MODERN REQUIREMENTS

Abstract

In Ukraine and beyond, the problem of revitalizing neglected construction objects has always existed. The dissolution of the Soviet Union in 1991 led to an increase in such objects, as a large number of enterprises stopped operating. The existence of neglected objects leads to the inefficient use of land resources, environmental damage, and losses for the state and owners of such objects.
The solution to the problem of further using neglected real estate objects after their reconstruction is related to the applying of design solutions that must meet the requirements of current building norms.
In such buildings, it is necessary to implement all modern requirements that are put forward during the design of new buildings, namely energy-saving measures, the presence of protective structures, compliance with requirements for creating an accessible living environment for people with disabilities and other low-mobility groups of the population.
With the beginning of the war with Russia, Ukrainian society has also faced the problem of a catastrophic shortage of civil defense facilities.
The research considers the experience of modernizing a neglected public building - a kindergarten. The method of visual inspection of the object under study was applied, comparing the results of the inspection with the provided documentation and requirements of normative documents. As a result of the reconstruction, measures were taken in accordance with modern requirements, namely, the redevelopment of premises, strengthening of load-bearing walls, installation of modern engineering equipment systems, implementation of modern energy-efficient measures, and the issue of creating an accessible living environment for people with disabilities and other low-mobility groups of the population was resolved. Considering the fact of military actions on the territory of Ukraine, the project of reconstructing a kindergarten, in the authors' opinion, contains extremely insufficient and formal decisions regarding the arrangement of civil defense facilities - full-fledged shelters from missile and bomb strikes to provide shelter for people who are there. The presented material can be used during the reconstruction of similar neglected construction objects and modernization of existing buildings to arrange protective shelters for the population. The main technical solutions for restoring an unused building have been considered.
