IMPROVING THE EFFICIENCY OF PUBLIC ADMINISTRATION OF CONSTRUCTION USING CONSTRUCTIVE<TECHNOLOGICAL TEMPLATES

Abstract

The article analyzes the reserves for optimization of investment and construction activity. The
concept of "constructivetechnological template in construction" was developed and the interaction of
stakeholders of construction production at its use was investigated. Recommendations for the use of con
structivetechnological templates in public administration in the field of construction were offered. The
main normative documents that need to be changed and the corresponding proposals were described.
It was established that constructivetechnological templates, as information blocks of construction
modeling of product and processes, can be used in management in a broad sense. Especially, at public
administration: at control of national directories of materials, resources, technologies, equipment; at
townplanning substantiation; during the expertise of the conciliation stage of the project documentati
on; when putting the building into operation. The use of constructivetechnological templates as a tool
of national standardization in construction, as well as a tool for innovation was proposed. To do this, it
is necessary to create appropriate national databases both by individual specialists of the private sector
of the construction industry and in construction projects with state funding.
