STATE AND PROBLEMS OF IMPROVING THE LEGISLATIVE AND REGULATORY FRAMEWORK OF STATE REGULATION OF HUMAN CAPITAL REPRODUCTION

Abstract

The article defines the main promising directions of legal state regulation of human capi<
tal reproduction of the construction industry and outlines the main legal tools, means that effect on the
reproduction of human capital, their state and existing problems, and the main directions of their solu<
tion. The purpose of the study is to determine of the directions of improvement of state regulation of
reproduction of human capital taking into account branch features of the construction industry. The
results of the study leads to the following conclusions: direct and indirect methods of state regulation of
reproduction of human capital in the construction industry are structured: administrative<organizatio<
nal, economic, regulatory<legal methods; identified the main instruments related to labor market regu<
lation, remuneration, external labor migration, and ensuring the availability of education that needs to
be systematically developed, which in the future will allow the implementation of identified instruments
with a synergistic effect.
