METHODOLOGICAL APPROACHES TO ORGANIZATION OF THE ENERGY PLANNING PROCESS ON THE EXAMPLE OF DEVELOPING AN ACTION PLAN FOR SUSTAINABLE ENERGY DEVELOPMENT AND CLIMATE

Abstract

The scientific paper covers the strategic systemic approach to the organization of the Sus<
tainable Energy and Climate Action Plan (SECAP), a strategic document in local EE and RES develop<
ment. The energy planning methodology offered by the author has been successfully tested during the
elaboration of SECAPs for six Ukrainian cities. The use of the available methodology allows to obtain
the quality strategic document in 3<6 months with minimal costs, which, when implemented, enables the
city board to effectively manage the EE enhancement of the urban infrastructure.
